Cheryl Eckard, 51, An American pharmaceuticals worker who blew the whistle on manufacturing failures at GlaxoSmithKline's drug-making factory in Puerto Rico was today rewarded with a $96 million payout.
Reward Amount = 96 multiply into 44 = Indian Rs.4224 Million

Cheryl Eckard discovered manufacturing problems, including micro-organisms in Glaxo's antibiotic cream Bactroban and Paxil depression pills which lacked the active ingredient.


Her lawyer Neil Getnick said Cheryl eclard urged Glaxo managers to improve the manufacturing process, or even close the plant, but was sacked in 2003 for raising the complaints.

Under the False claims act, Cheryl Eckard received $96 million payout.
As per this law if citizens who know of fraud on the government (in this case, government health schemes paying for Glaxo drugs that turned out to be impure) to sue and take 15-20% of the sum the government recoups.
Cheryl Eckard, who worked as a quality-assurance manager at Glaxo until 2003, is entitled to receive at least $96 million of the settlement because she filed a lawsuit in 2004 alleging various manufacturing problems at the company.

What is False claims Act?
The purpose and aim behind this act is that to encourage people with suspected knowledge of false government claims submission to step forward.
The incentive: A share in the amount of fines.
The lawsuits are usually filed confidentially and on behalf of the U.S.
The Justice Department then has the option of taking the lead in the case, using information provided in the lawsuit, which it did in Eckard’s case.

Glaxo was ordered to pay $750 million to settle the claims. It set aside the money in its second-quarter results

Justice Department announced drug maker GlaxoSmithKline would pay $750 million and plead guilty to a criminal charge to settle a probe of manufacturing deficiencies at a Glaxo plant in Puerto Rico between 2001 and 2005.

Those deficiencies caused pills that split apart and led to drugs with inappropriate amounts of active ingredients, which U.S. health authorities said posed safety risks.
The affected drugs included the antidepressant Paxil.

Following are the honorable politicians of India who recommended flats in an Adarsh society in an adarsh way.


1. - Former Chief Minister Vilasrao Deshmukh: He recommended three flats - those of Uttam Ghakare, Kiran Bhadange and Amol Karbhari when he was the Chief Minister of Maharashtra



2.- Former Chief Minister and now the Revenue Minister, Narayan Rane (CM in 1999): Rane gave initial permission to Adarsh in 1999. He recommended two people - Girish Mehta and Rupali Rao Rane.


3.- Former Chief Minister Sushil Kumar Shinde: He was the chief minister in 2004 and gave final approval to Adarsh in that year. He recommended one person - Major Khankoje

4.- Ashok Chavan: Recommended his mother-in-law, (Bhagwati Manohari Lal Sharma) sister-in-law (Seema Vinod Sharma and brother-in-law (Jagdish Ambika Prasad Sharma).


5.- Patangrao Kadam: Presently the Forest Minister of Maharashra, he had recommended Balasahib Sawant for a flat.

6.- Shivaji Rao Nilangekar: He was the Revenue Minister and cleared the allotment of Adarsh on the 9th of July 2004. He recommended Sampat Khidse and Arun Dawale.


7.- Ajit Pawar, Water Resources Minister, NCP leader and Sharad Pawar's nephew: He recommended Krishna Bhegde and Shivaji Rao Kadhe.

8. - Anil Deshmukh: Minister for Food and Civil Supplies, he recommended Mukund Rao Manikar


9.- R R Patil: Presently the Maharashtra home minister, he recommended Chandrashekhar Gaekwad.

10.- Rural Development Minister Jayant Patil (Relative: Aditya Patil)



11.Nearly every General Officer commanding the Mumbai area from September 2000 to July 2010 have all been given apartments in the controversial building. These include Major General VS Yadav, Major General TK Kaul, Major General Tejinder Singh and Major General RK Hooda.


12.The documents available with CNN-IBN show that membership approval was also granted to serving officers Major General RK Hooda and Lieutenant General Tejinder Singh.

"If a law has been violated, I think the law must be implemented very forcefully.
I don't think there is any case for regularising any illegal building that may have been built. I am very clear, there is a law, and there is CRZ-91 (Coastal Regulation Zone-91). We are modifying CRZ-91 but till that modification comes into being it is CRZ-91," Union Environment Minister Jairam Ramesh had told CNN-IBN.

The Maharashtra Coastal Zone Management Authority had already concluded that the 31-storey Adarsh society in Colaba had violated coastal regulatory norms and was illegal.

The Adarsh society got only permission for 6 floors and 25 other floors are illegal.
They will demolish after the CBI inquiry.

But as per my opinion, they may be illegal, but as we have wrong policies in India, these 25 floors will be made legal by government as a special case and 1 or 2 floors will be removed.

And our Indian courts should need to become more strict and should think legally and not emotionally and should order that the building should be demolished. Court should reject the application or should not give order to stop the demolition of illegal building.

What ever may happen these illegal 25 floors should be demolished by the government to show that for wrongful act, there is punishment in India.

Rishi Raj Singh, Joint Director of CBI said that CBI has asked for three records from the adarsh society.

The CBI proposes to probe into the declarations and affidavits filed by the members. "Its line of thinking is: can a member whose monthly income is between Rs 25,000 and Rs 75,000 afford a flat sold at between Rs 80 lakh and Rs 1 crore?" said the official. "Of the 103-odd members, the monthly income of over 45 members is between Rs 25,000 and 75,000. The CBI will probe into the source of funds of all such members.

The sources said the Army had been in "de facto" possession of the prime 6,490-sq mt plot of land for over 60 years before the Adarsh Society highrise came up there in 2003.


The highrise is built on 6,450 sq metres within the Colaba naval area and the
land was cleared to built the society on the condition of housing war veterans but now has 104 members including senior army commanders, a former environment minister, legislators and state bureaucrats, top army officers and Navy officers.

A controversy has erupted over how the Adarsh society in upscale Colaba, originally meant to be a six-storey structure to house Kargil war heroes and widows, got converted into a 100-metre-tall building 31-storey building


A defence ministry probe has "prima facie" found a "criminal conspiracy" in scam-hit Adarsh Housing Society project in Mumbai in which some relatives of Maharashtra chief minister Ashok Chavan being beneficiaries has emerged.

The WNC objected to the construction allegedly as it also violates the stringent Mumbai Coastal Regulation Zone (CRZ) norms.

Under the Works of Defence Act, 1903, any development, private or public, falling within 1,000 metres of any defence establishment, must get a no objection certificate from the defence ministry.

We can not even make the laws , and we talk about becoming super power.


In a statement issued by retired brigadier M.M. Wanchu, president of the society, said: “The fact is that no defence land has been grabbed, not even an inch has been encroached by Adarsh Society.”


Each of the 103 members of adarsh society will get 90% discount and will pay just 10% of amount. And in future they will sell these flats with full profits .

"This property is in the same line as Taj President at Cuffe Parade and opposite the Ambanis' Seawind building, where residential prices are over Rs 60,000 per square foot. An average two- to three-bedroom-hall-kitchen (BKH) apartment could cost between Rs 6 crore and Rs 8.5 crore in this area," said a leading real estate consultant.

But these members will just pay Rs 60 lakh to Rs 85 lakh for their apartments in the sea-facing skyscraper.
Original and real cost of the each flat is more than Rs.8 Crore.

According to former Congress MLC and one of the leading members of the society, Kanhaiyalal Gidwani, the flats in Adarsh measure between 625 square feet and 1,000 square feet (carpet area) in size. "On each floor, there are four apartments — three are of 2 BHK and one of 3 BHK," Gidwani told TOI on Wednesday.
The politician and his sons own three flats in the building.
The members were asked to pay the amounts in installments over the past five years

The flats, including the land, cost the society and its members Rs 26 crore. The market value is anywhere between Rs 500 to Rs 800 crore


Former Army chiefs Generals Deepak Kapoor and N C Vij and former Navy chief Admiral Madhavendra Singh and Vice-Chief Gen Shantnu Choudhary also got the flats in this society.
Former chief secretary D K Sankaran's son, Sanjoy, is among the allottees.
The society sent out the names of the 103 flat owners in its press release clarifying its position, issued on October 26 and it also includes the names of former Union Minister for Environment Suresh Prabhu, NCP MLC Jitendra Avhad, Congress leader Kanhaiyalal Gidwani and his two sons, a close aide of a senior Maharashtra Minister, the children of some bureaucrats, serving bureaucrats, Seema Vyas and Idzes Kundan, and an individual by the name of S.B. Chavan and the name of Maharashtra Chief Minister Ashok Chavan's late mother- in- law Bhagwati Manoharlal Sharma. Seema Sharma and Madanlal Sharma.
Bhagwati Manoharlal Sharma, 77, passed away at 'Varsha', the Chief Minister's official residence in July.

Maharashtra Chief Minister Ashok Chavan has denied that the Adarsh housing society land was meant for Kargil martyrs. For the families of those who died in the Kargil war it’s yet another betrayal.

As per CNN IBN this adarsh society land real estate address in Mumbai was supposed to be for the families of those brave jawans who lost their lives protecting our nation during the Kargil war.

Chief Minister Ashok Chavan said that land belongs to the State Government, and it was not reserved for Kargil widows or war heroes.
"The land belongs to the state government, based on the Collector's records. Revenue department land granted to the Society as per GR of 9.7.1999. This land falls outside defense boundary. It was not reserved for war veterans or Kargil heroes," said Chavan.

Defence officials say that if the allottees of the 31-storey complex move into the apartments adjoining Pethe Marg at Colaba, it would be a huge security hazard and even a possible soft target for terrorists.
While the engineering transport facility is located around 27 metres from the adarsh society building wall, the two army and navy depots are just 100 metres from the building.

Surprisingly, even the defence establishment till recently has been denying the risk. "In response to the RTI query filed by Yogacharaya Anandji in March 2010, their office said there is no security risk because it falls outside the defence area,"
Anandji who first blew the whistle on the scam. alleges that the fact that many defence officers are also involved in the scam must have influenced the RTI response.

The Central Bureau of Investigation (CBI) is already investigating how the prime land in Mumbai which was marked for Kargil was widows and veterans was given to VIPs instead. The Union Environment Ministry has also raised a red flag saying they did not give the society any clearance.

Former army chiefs, politicians and bureaucrats have all been allotted flats here for a fraction of the market rate that is just 1 /3 rate.

The Ministry of Environment and Forests (MoEF) formally stated that it has not given any clearance to the controversial Adarsh Housing Cooperative Society in Mumbai's Colaba, which falls in the Coastal Regulation Zone (CRZ) limits.

CNN IBN got the letter which shows that three of 104 allottees are chief minister Chavan's relatives. The society also agreed to allocate 40 per cent of the flats to non-defense personnel.
“My family members have given up their society membership today,” said Chavan.
This came after CNN-IBN exposed the housing scam.

Chavan also issued a clearance letter to Adarsh Housing Cooperative Society when he was revenue minister.
The letter said that Adarsh Housing Cooperative Society should be cleared and flats in the society should be alloted in open catagory.

Presently, there are 103 members in the society, of whom 37 belong to the defence (forces).
All the plans were approved by the BrihanMumbai Municipal Corporation (BMC)”, he said, putting the blame at the door of the civic body governed by the opposition Shiv Sena-Bharatiya Janata Party combine.

Maharashtra Chief Minister Ashok Chavan has offered to resign. Chavan said this after his meeting with Congress party chief Sonia Gandhi and Defense Minister AK Antony.

After the meeting, while speaking to the media, Ashok Chavan said, “I have offered to resign. I have given my resignation letter to Sonia Gandhi.
I have given all the details to party high command.
I have told her to see and it is up to her now. Investigations are on.
CBI will investigate the matter. After the investigation it will be clear about the land ownership.”

Senior Congress leader Janardan Dwivedi said that a two-member Congress committee including AK Antony and Finance Minister of India Pranab Mukherjee will review the Adarsh Society scam.
The two-member Congress committee is likely to submit its report by Sunday. The final call will be taken at the AICC meeting on November 2.

the Defence Ministry has now admitted that the land belonged to the Army as of May 2010. The admission comes in response to an RTI application filed on the matter.

Who will take over from chief minister Ashok Chavan? Who will be next chief minister of Maharashtra ?
51-year-old Chavan, son of late Union Home Minister and former Chief Minister S B Chavan, became chief minister on December 8, 2008 after Vilasrao Deshmukh made his way out in the wake of 26/11 terror attack in Mumbai.

it would be difficult to select a new chief minister. Vilasrao Deshmukh and Sushil Kumar Shinde both are involved in the Adarsh Housing Society scam.

This is good opportunity for Mr.Narayan Rane to fulfill his dream of becoming Chief Minister of Maharashtra but media says he also got the flats in this society, which he has refused and still it is not proven.
Minister of State for Science and Technology and the Prime Minister's Office, Prithviraj Chavan, is one of the frontrunners for replacing Ashok Chavan at Mantralaya.

Vilasrao Deshmukh as the Chief Minister gave initial permissions to Adarsh society, while Sushil Kumar Shinde as Chief Minister gave final sanction to the project.

CWG Corruption Probe - Shunglu Panel Gets Free Hand to probe Common Corruption wealth games – Ten Point TOR Fixed by PMO for Shunglu Panel

Government of India has given, conferred the status of a Supreme Court judge on V.K. Shunglu, head of the high-level committee to go into the alleged financial irregularities

Now the Shunglu panel will get the powers, authority to summon officials, inspect records, and confiscate papers and to look into all the official documents pertaining to the common corruption wealth games.

Prime Minister Manmohan Singh had on October 15 constituted the committee to be headed by Mr. Shunglu, a former Comptroller and Auditor General, to investigate and report within three months its findings.



According to the PMO, the Committee will have as its second member Shantanu Consul, Secretary, Department of Personnel and Training, after his retirement on October 30

The committee will examine the "weaknesses in management, alleged misappropriation, irregularities, wasteful expenditure and wrongdoing in the conduct of the Games and recommend action".
It would also probe the issues relating to the effectiveness of the organisational structure and governance for organization, preparation and conduct of the Games at all levels, including the Organizing Committee and its key functional areas.

“The Terms of Reference (ToR) are wide and comprehensive. We will go in to every aspect of the complaints (related to the scam),” Mr. Shunglu told PTI.

The Prime Minister’s Office has announced a 10-point ToR for the Shunglu panel to investigate the weaknesses in management, alleged misappropriation, irregularities and wrongdoing in the conduct of the Games held here between October 3-14.

Terms of Reference of High Level Committee to Look into the Organization and Conduct of the Commonwealth Games – 2010
Government has approved the constitution of a High Level Committee (HLC) headed by V.K. Shunglu, the former Comptroller & Auditor General of India, to look into the organization and conduct of the Commonwealth Games – Delhi 2010 and also to draw lessons from it. The second member of the Committee will be Shantanu Consul (IAS: KTK: 74), Secretary, Department of Personnel & Training, upon his retirement on 31st October, 2010.

Government has also approved the terms of reference for the Committee as under:

i) The role and responsibilities of the signatories to the Host City Contract and the overall implications of the obligations entered into through the Host City Contract;

ii) The planning and execution of development projects related to the Games and contracts for service delivery, with reference to time, cost and quality;

iii) The issues relating to the effectiveness of the organizational structure and governance for organization, preparation and conduct of the Games at all levels, including the Organizing Committee and its Key Functional Areas;

iv) Examination of weaknesses in management, alleged misappropriation, irregularities, wasteful expenditure and wrongdoing in the conduct of the Games, and, recommending action on the same;

v) The issues relating to financing the Games, including estimates of revenue and expenditure;

vi) The issues concerning coordination amongst various agencies involved in the development of infrastructure and conduct of the Games;

vii) The role of international/national advisors/consultants/officials of the Organizing Committee in the conduct of the Games;

viii) The overall impact of the Games including legacy for city infrastructure, sports infrastructure and sports development;

ix) The lessons learnt for the future, on each of the above, including establishment of a mechanism for laying down timeframes and effective monitoring, creation of a legally sustainable framework for hosting similar international sporting events, appropriate financial management and internal audit, media interaction and communication;

x) Any other areas considered relevant by the Committee.

The HLC will submit its report within three months.
It will decide its own procedures and mode of enquiry.
All Ministries and Departments of the Central and State Governments, as well as agencies and organizations under their administrative control, have been directed to extend their full cooperation and assistance to the HLC in completing its assignment within this time.
The Ministry of Sports will extend administrative and logistic support to the Committee.
It will function from its office in Vigyan Bhawan.

The Comptroller & Auditor General of India (C&AG), Central Vigilance Commission (CVC) and other agencies will independently carry out their audit and investigations, in accordance with their respective mandates.

All complaints referred to various agencies will be looked into and action taken immediately by the agency concerned.
The HLC will recommend action on any matter that comes to its notice involving alleged misappropriation, irregularities, wasteful expenditure or wrongdoing, and, they will take immediate action as warranted under the law.

The HLC will also consider any complaint from any member of the public, duly supported by documents, with respect to its remit i.e. organization and conduct of the Commonwealth Games – Delhi 2010. The HLC will inform the members of the public regarding its availability to receive such complaints, in due course.


The Enforcement Directorate is one of the agencies scanning the contracts and expenses made in connection with the Commonwealth Games.

Commonwealth Games Organising Committee Director-General VK Verma appeared before the Enforcement Directorate for questioning in connection with Queen's Baton Relay event in London. Verma, who has been summoned as a witness, has been asked to explain the commercial deals including the AM Films contract.

A case has already been had registered under FEMA after British authorities referred to the Indian High Commission a matter regarding AM Films to which a huge sum of money was transferred through the Royal Bank of Scotland.

The committee is saying that they the lack of time forced them to do deal with AM films.-
"The Committee noted that out of the offers, the offer of A M Films, UK at GBP 127712 exclusive of taxes is cheaper compared to other vendors

Point to be checked – Every other vendor should be asked, does the real companies on that address are present or those are the fake companies , created to just give deal to AM films.

Media should check this, if those companies are real then it is good, but what if those companies are fake and created to just grab this contract.

Income tax department raids – in connection with common wealth games corruption probe.
The companies, which were raided, include Shiv Naresh Sports Pvt Ltd and Satya Prakash Constructions.

Shiv Naresh laid synthetic tracks for the Commonwealth Games

While Satya Prakash Constructions was responsible for landscaping.

Another company raided was Sweka Powertech Engineers, which provided the street lighting.

MBL Infrastructure of Kolkata, which provided civil infrastructure, was also raided.

Officials said that the Income Tax department would specifically look into the contracts awarded by the CWG Organizing Committee and the role of its officials and contractors including charges of bribing.

Coal, oil, and natural gas are known as fossil fuels.
Fossil fuels are also not good for our environment.
When fossil fuels are burned they produce greenhouse gases. This is one of the causes of rise in Global warming.
When we burn fossil fuel it causes air pollution, can cause asthma and lung damage, acid rain.



The major difference between fossil fuel and Biofuel is that
Supply of fossil fuel is limited and supply of biofuel is unlimited
Supply of fossil fuels will run out. The supply of biofuels will not.
Biofuel energy is a renewable type of energy.

Thus everyone should start to think about renewable fuels, So biofuels.

What are Biofuels?

Biofuels are renewable energy sources that come from living things.
From ancient times we humans are using them.

In ancient time humans collected branches and used them for cooking food or creating fire to get heat. This is the oldest example of Biofuel.

Today also in majority Indian villages people use the wood for heating water or cooking food.
2nd example is - Dung
Dung is also Biofuel. Dung is a name for animal droppings.

In India dung is used on home walls, if you visit Indian villages you will see them.
Dung is also used as fertilizer.
Cow dung is also used as a fuel for cooking.
Biogas is also used in villages as a fuel.

Ethanol is also a one of Biofuel.
Ethanol is made from corn, sugarcane or other crops.
But in India, our Indian government is spending or giving subsidy to make wines from these crops instead of promoting Ethanol.

I am not against wines, but government should not give subsidy to wine making,
When in India we do not have money for schools and food.

Ethanol is used to run cars.
Biodiesel is made from vegetable oils or animal fats which are also used to run cars.

Once Brazil used to import more than 80% fuel, oil from outside world, but today with the use of biofuel ethanol made from sugarcane Brazil has nearly stopped importing fuel from outside world, but Today Brazil is selling ethanol to other nations.

More than 7,500 McDonald’s restaurants in the United States recycle their frying oil and company refines the used oil, turning it into clean-burning biodiesel which powers the company’s delivery trucks.

In Maharashtra, and also in India what we are doing, we are wasting food grains, we are implementing policies which murder farmers.
We have become so heartless, we proudly say that we will waste the food, but will not give food to the Indian poor people.

How Biofuel work?
To understand Biofuel we must understand the process of Carbon cycle.
What is carbon cycle process?
Example is respiration.
The carbon cycle is the process by which living things collect, store and use energy.
Carbon is present in everything in our food there is carbon, the air which we breathe also contains carbon.
Biofuel also contain carbon

In the carbon cycle, plants absorb carbon dioxide from the atmosphere and use it, combined with water they get from the soil, to make the substances they need for growth.
The process of photosynthesis incorporates the carbon atoms from carbon dioxide into sugars. Animals eat the plants and use the carbon to build their own tissues.
Other animals, such as the fox, eat the rabbit and then use the carbon for their own needs. These animals return carbon dioxide into the air when they breathe, and when they die, since the carbon is returned to the soil during decomposition.
The carbon atoms in soil may then be used in a new plant or small microorganisms. Ultimately, the same carbon atom can move through many organisms and even end in the same place where it began. So some type of balance of green house gases will be maintained in the environment.
This will reduce the impact of global warming.

Biofuel also case the air pollution like fossil fuels when they are burned.

Another problem with the biofuel is that, it will encourage farmers and corrupt government officers and politicians to cut the complete forest to increase the production of biofuel on the name of helping people.
Cutting complete forest will destroy wild life, cause rain problems, will increase carbon in air, lot of problems.

The solution of biofuel will cause the big danger in future for humans.
If not used properly.

Today Hydrogen is used as a rocket fuel but in future cars will also run of Hydrogen.
Do you think Ratan Tata should promise that Tata will bring, manufacture Nano car which will run on Hydrogen.

Why Hydrogen as a fuel?
When hydrogen is burned no green house is produced.
We know the methods to get hydrogen but the methods are very costly.
Once we can find the method to produce hydrogen easily it will change many things.

Even in India our government is not utilizing solar energy even they are not thinking on this. May be waiting for bags of full money from company, then they will sign of blank papers and let the company do what they want in the field of solar energy or biofuel energy.

The Central Vigilance Commission probing the Commonwealth Games has found a range of discrepancies including a cost over-run of over 200 per cent on the rental of temporary fittings and installations.

The CVC has also spotted wasteful expenses like fencing for the Noida Expressway. Material was bought to cordon off the road from spectators.
But since all approach roads to the venues were blocked, the money was wasted.



The Commission also found prices in some cases were highly unjustified like
•over Rs 8 lakhs spent on per treadmill

•Rs 1 lakh per door

•Garbage bags ordered at Rs 4 each from one firm, the same bags for Rs 3000 from another

•unused overlays include water dispensers that were hired at 32 thousand rupees

Work known as overlays work was to be carried out across 62 venues for about 590 items.
The initial estimate for these works was estimated at Rs 221 crores.
But it was hiked 200 per cent to Rs 668 crores.
No proper negotiations happened and suffered loss of more than 150 or 200 crores.

cupboards that could have been ordered at Rs 8342 to be put up at the back of the flats, were hired from the same company at Rs 15,764 a piece for the front.

Small refrigerator ordered at Rs 21,030 for back of the house, was hired for Rs 38, 261 for front of the house.

Office chairs priced at Rs 1318 to be put up at the back of the house, were hired for Rs 4591.

Following 4 companies got the contract, and OC paid them money, the government of India gave this money to OC as a loan.

The CVC report says that twelve concrete samples taken from the upgraded two stadiums failed to meet the 28-day strength test.
The CVC report also finds that at least two stadiums failed quality tests but reports were tampered to show the contrary.

In flyover projects concrete core samples taken failed to meet the requirement of strength.
Specialized items of Aluminium and acoustic panes used were of inferior quality to what was agreed upon.
The monthly inspection report on quality of work was never prepared.

The Income Tax (I-T) department investigating the broadcasting rights appears to have found that London based SIS Live was given the Rs 246 crore contract by Prasar Bhrati, despite doubts over its legal status.

CVC asked CBI to probe any criminal conspiracy angle in award of certain Games-related projects.

The Income Tax department is now investigating the matter on whether Prasar Bharti favored the British company.

It is alleged that the registration number of SIS Live was forged and that the company had no valid service tax number - both a pre-requisite for the bidding process.

Under four invoices cleared so far an amount of Rs. 147.6 crore i.e. 60% of Contract value of Rs. 246 crore has been paid by PB to M/s SIS Live
It is important to mention that still 40 per cent payment is to be made and 10 per cent performance guarantee is also with Prasar Bharati.
Thus, 50% of the amount is still with Prasar Bharti.

SIS Live is a partnership formed under English law by SIS and its subsidiary SIS Outside Broadcasts Limited in order to provide outside broadcasting services.
The firm was a consortium at the time of bidding and later with proper legal advice they were permitted to become "Partnership Firm" before contract.

The need is that Indian media should high light the names of owners of these above companies, with their photographs and interviews.
Let the Indians know who is owner of these companies.

INSULT TO INDIAN NATIONAL FLAG AND CONSTITUTION OF INDIA

Any person in any public place or in any other place within public view burns,
mutilates, defaces, defiles, disfigures, destroys, tramples upon or otherwise
shows disrespect to or brings into contempt (whether by words, either spoken or
written, or by acts) the Indian National Flag or the Constitution of India or any
part thereof, shall be punished with imprisonment for a term which may extend to
three years, or with fine, or with both.



Comments expressing disapprobation or criticism of the Constitution or
of the Indian National Flag or of any measures of the Government with a view to obtain
an amendment of the Constitution of India or an alteration of the Indian National Flag
by lawful means do not constitute an offence under this section.

The disrespect to the Indian National flag means and includes—

1. a gross affront or indignity offered to the Indian National Flag

2. dipping the Indian National Flag in salute to any person or thing

3. flying the Indian National Flag at half-mast except on occasions on which the Flag is flown at half-mast on public buildings in accordance with the instructions issued by the Government

4. using the Indian National Flag as a drapery in any form whatsoever except in state funerals or armed forces or other para-military forces funerals

5. using the Indian National Flag:- as a portion of costume, uniform or accessory of any description which is worn below the waist of any person

6. using the Indian National Flag:- by embroidering or printing it on cushions, handkerchiefs, napkins, undergarments or any dress material

7. putting any kind of inscription upon the Indian National Flag

8. using the Indian National Flag as a receptacle for receiving, delivering or carrying anything except flower petals before the Indian National Flag is unfurled as part of celebrations on special occasions including the Republic Day or the Independence Day

9. using the Indian National Flag as covering for a statue or a monument or a speaker’s desk or a speaker’s platform

10. allowing the Indian National Flag to touch the ground or the floor or trail in water intentionally draping the Indian National Flag over the hood, top, and sides or back or on a vehicle, train, boat or an aircraft or any other similar object

11. using the Indian National Flag as a covering for a building

12. intentionally displaying the Indian National Flag with the “saffron” down

Definition of Words –

1. The expression, “Indian National Flag” includes any picture, painting, drawing or photograph, or other visible representation of the Indian National Flag, or of any part or parts thereof, made of any substance or represented on any substance.

2. The expression “public place” means any place intended for use by or accessible to, the public and includes any public conveyance.


Section 3 –

PREVENTION OF SINGING OF NATIONAL ANTHEM -

Whoever intentionally prevents the singing of the Indian National Anthem or
causes disturbances to any assembly engaged in such singing shall be punished with
imprisonment for a term, which may extend to three years, or with fine, or with both.

Section 3A –

Whoever having already been convicted of an offence under section 2 or section 3
is again convicted of any such offence shall be punishable for the second and for every subsequent offence, with imprisonment for a term, which shall not be less than one year.

So what is the story, what happened in this case of “such a long Journey “by Rohinton Mistry?
Why Mr.Mistry Booker prize nominated book, 'Such a Long Journey', was banned by the Mumbai University or dropped by Mumbai University from its curriculum.

Mistry’s novel has been around for 20 years and has been taught in colleges for three.


The Governor General's Award-winning book, made into a film in 1998, was added to the university reading list four years ago.

Such a Long Journey, was published in 1991, it won the Governor General's Award, the Commonwealth Writers Prize for Best Book, and the W.H. Smith/Books in Canada First Novel Award.

It was shortlisted for the prestigious Booker Prize and for the Trillium Award.
It has been translated into German, Swedish, Norwegian, Danish and Japanese, and has been made into the 1998 film Such a Long Journey.

The book was prescribed for the second year Bachelor of Arts (English) in 2007-08 as an optional text, according to University sources

Mr. Mistry's second novel Such a Long Journey was removed from Mumbai University's literature syllabus following threats from the Shiv Sena.

Shiv Sena is a political party in India, which orders and government of India obeys them.
Shiv Sena, everyone fears them.
Shiv Sena has a reputation for taking a violent stand against events in Mumbai and Maharashtra that it does not approve of.


Chief minister Ashok Chavan justified the Mumbai University's decision to withdraw Rohinton Mistry's novel 'Such a Long Journey' on the grounds that it contained "very bad language".

Mr Chavan - like many other politicians who have spoken on the issue - said that he had not read the book

Chavan said the book was not introduced into university syllabus according to laid-down procedures. "Rules prescribe that the book has to be first approved by the syllabus committee and later by the board of studies.
In this case, it appears that while the book was never placed before the syllabus committee, it was approved by the board of studies in a few minutes,"

Yes if this is the case then what action government is taking on the people who passed this book without following government rules?

According to the Shiv Sena Such a Long Journey book makes disparaging comments about Shiv Sena and people of Mumbai.

Shiv Sena gave following reasons for banning the book.
Following are some reasons to ban the book for studies -

1. As Sena claimed, the book carried highly abusive and objectionable remarks and languages.

2. The book portrayed Shiv Sena in a poor light that uses violent tactics, implying that it can hire goons to rough up opponents and it carried objectionable remarks against its supremo, Bal Thackeray.

3. Sena also pointed out to some of its objectionable portion, where it talked about male erections, and scenes in brothels.

4. The party also felt that the book is offensive to the people in Maharashtra and has abusive references to dabbawalahs, a class of delivery men who carry lunch boxes to city workers, which hurt the mentality of the "Marathi manoos" (Marathi people) and Pandit Nehru.

5. Another reason behind the decision was that the book is based on an actual event, the Nagarwala case, where Mistry impersonated Prime Minister, Indira Gandhi to withdraw sums of money from a bank.

Rajan Weluka, the university's vice-chancellor, withdrew the book, which was first published in 1992, after Shiv Sena party members burned copies of it in front of television cameras and threatened to burn the author too if he returned from Canada where he now lives.

If you know Indian Penal Code, one should understand here which law has been broken.
But did not hear Police Department took any action.

In Maharashtra it is unwritten rule that if Shiv Sena is unhappy about your work then you should run away from Maharashtra or stop that work, send them apology letter otherwise you will feel the heat of their anger.

The novel focuses on a struggling bank clerk Gustad Noble in the city's Parsee community who becomes embroiled in a dubious financial scheme and local politics during Indira Gandhi's rule as prime minister.
It holds a mirror throughout his life of Mumbai in the early 1970s.
Such a Long Journey sees India's crisis with Pakistan in 1971 and the corruption of the Gandhi regime

The book contains observations about the Shiv Sena - sometimes in conversations and sometimes in narrative

Like Shiv Sena style, with this book ban, Shiv Sena Party brought Aditya Thackeray into main politics.
May be banning a book was a launch pad for Aditya Thakeray.

Rohinton Mistry is among 13 authors shortlisted for the prestigious USD 96,070 Man Booker International Prize
The shortlisted authors were picked from eight countries and there are four women in the list.
The nominations were announced by the chair of judges, Rick Gekoski, today at a media conference held at the University of Sydney.
The other contenders are Juan Goytisolo (Spain), James Kelman (UK), Amin Maalouf (Lebanon), David Malouf (Australia), Dacia Maraini (Italy), Philip Pullman (UK), Marilynne Robinson (US), Philip Roth (US) and Anne Tyler(US).

The Prize winner will be announced at the Sydney Writers' Festival on May 18 and the presentation ceremony will take place in London on June 28.

The Enforcement Directorate has registered case under FEMA against the Games Organizing Committee officials in connection with Queen's Baton Relay

The Central Vigilance Comission (CVC) has found discrepancies in tenders awarded for the CWG projects amounting to around Rs 8,000 crore.


Delhi Development Authority, DDA's interim report speaks of deficiency and irregularities in construction of Commonwealth Games Village by builder Emmar-MGF.

The Income Tax department raided the residence of businessman and BJP activist, leader Sudhanshu Mittal on Tuesday as part of its probe to unearth alleged tax evasion in works related to the Games.
Mittal is considered to be close associate of former BJP President Rajnath Singh

I-T department sources said the first consortium-- PICO international and Deepali Designs-- with Mittal as Director and his relatives as other stakeholders has bagged contracts worth about Rs 230 crore.

IT officials also raided the premises of IREO Group, a company owned by Mittal's nephew Vinay Mittal. The company won one of the four contracts for providing overlay equipment for the Games.



The I-T department is also scrutinizing financial documents on the broadcast rights for the Games following charges of tax evasion.

In the first case to be filed in the scam, the Enforcement Directorate is proceeding against a few officials of the Games'' Organizing Committee(OC) for alleged violation of the Foreign Exchange Management Act(FEMA) as part of its probe into alleged corruption in the Commonwealth Games.

Central Bureau of Investigation (CBI) has also received 20 complaints regarding the Games which also include overlay works.
"CBI is awaiting reports from CVC, CAG and the I-T department.
CAG has its own Central Technical Examiners and will do a financial audit.

India’s Comptroller and Auditor General Vinod Rai said that an official audit of the accounts and financial activities related to the Commonwealth Games will be completed in 90 days and presented to Parliament.
CAG will audit 20 different institutions



CAG teams will probe 24 departments, 15 of them of the Delhi government.
About 80-100 CAG staffers have been employed for Games audit with leaves cancelled for many.

CAG - Vinod Rai said that audit has three goals -to establish "the physical outcome of expenditure, accountability, and whether it has been most optimal utilization of resources." Every contract will be scrutinized by a team of 80-100 CAG staffers, who've been asked to immediately cancel any vacation plans.

An interim report of the CAG submitted before the Games began found that consultants picked for sponsorship and broadcast rights deals had been selected despite not offering the best terms to the Organizing Committee.

The Central Vigilance Commission (CVC), another agency involved in the government's investigation, has reportedly discovered that at least 11 major contracts were so inflated that they caused a loss of 500 crores.

Emaar MGF, the builders of the Commonwealth Games Village said that
They have complied with all laws and regulations. They say the Games Village is a world class structure developed in record time.

Delhi Chief Minister Sheila Dikshit had blamed the builders for the poor state of the Village and reports suggest the CVC has sent them notice as part of a larger probe.

Why then the British players and others stayed in hotels?

Many teams delayed their arrivals because of poor conditions in the athletes' village. England chef de mission Craig Hunter also said it would be some days before they move in to the Games Village.

Lets hope CAG chief and team will get success in this investigation , otherwise India is such a nation fake and new papers will be made overnight and we Indians will never know the original criminal.

Please do not mistake between the CAG investigation and the investigation team of Prime Minister.

Prime Minister Manohan Singh set up the high-level committee headed by former comptroller and auditor general V.K. Shunglu to look into all matters relating to the conduct and organization of the games.

Official sources said the committee would present its report to Prime Minister Manmohan Singh within three months.

Does conduct means corruption or fraud or cheating?

I do not know what Mr. V.K. Shunglu is doing now.

Do you know What Mr. Shunglu is doing regarding this investigation?

CAG will present report in a time of 3 months.

Conduct team headed by V.K. Shunglu will also give report in 3 months

From which date we should count the 3 months?

I think both should submit report before 1st February or 1st March

Even I will suggest both investigative teams should without any fear of official secrecy act should put the report on internet even before it is submitted to parliament.

External debt stock of 128 developing countries stood at US$ 3,718.5 billion at end-December 2008, up by 7.8 per cent over its previous year's level of US$ 3,450.8 billion

India was the fifth most indebted country in 2008 in terms of absolute debt stock amongst
the top twenty debtor countries of the developing world, after Russian Federation, China, Turkey, and Brazil.

India's external debt increased from US$ 224.5 billion at end-March 2009 to US$ 261.5
Billion at end-March 2010.
The total increase was US$ 37.0 billion (16.5 per cent).
One American Dollar equal to nearly 50 Indian Rupees, this keep changing 48 or 50 like this.

External debt of a country indicates contractual liability of residents to non-residents. In
Rupee terms, India's external debt of Rs. 1,180,073 crore at end March 2010, registered a rise of Rs. 36,283 crore (3.2 per cent) over the end-March 2009 estimates.


The long-term debt at US$ 209.0 billion at end-March 2010, accounted for about 80 per cent of the total external debt.
The long-term debt increased by 15.4 per cent over the level at end-March 2009

Government (sovereign) external debt stood at US$ 67.1 billion at end-March 2010, higher by US$ 11.2 billion (20 per cent) over its level of US$ 55.9 billion at end-March 2009.
It accounted for 25.7 per cent of the total external debt as compared to 24.9 per cent at end-March 2009.
Government guaranteed external debt was marginally higher at US$ 7.7 billion (US$ 6.8 billion at end-March 2009)

As per the World Bank publication 'Global Development Finance, 2010', India was at fifth position among top twenty developing indebted countries in 2008 in terms of stock of external debt, after Russian Federation, China, Turkey and Brazil

The ratio between long and short-term debt was around 80:20 at end-March 2010. Among the long-term components, commercial borrowings accounted for the largest share followed by NRI deposits, multilateral, bilateral and export credit.

The share of private creditors increased from 60.3 per cent in 2005 to 70.5 per cent at end-March 2010.

The share of government debt was 25.7 per cent, while the share of non-government debt was 74.3 per cent in total external debt at end March 2010.

US dollar denominated debt, with its share of 53.3 per cent at end-March 2010, continues to dominate India's total external debt.
The element of concessionality in total external debt stood at 16.8 per cent at end-March 2010.

India's Short-term debt at end-March 2010 stood at US$ 52.5 billion, reflecting an increase
of 21 per cent over end-March 2009 level.
Trade related credits contributed 84 per cent of the total rise in short-term debt stocks at end-March 2010.
The share of trade credit in short-term debt was 90.7 per cent at end-March 2010 as against 92.2 per cent at end-March 200

Special Drawing Rights (SDR) –
Allocations of SDR 3082.5 million on August 28, 2009 and SDR 214.6 million on September 9, 2009 and the consequent increase in cumulative SDR allocations to US$ 6.2 billion at end-December 2009.
SDR allocations fall in the category of ‘long-term reserve-related liability’ of the country to the other participants of the IMF’s SDR Department and according to the
Rules prescribed in the sixth edition of the Balance of Payments and International Investment Position Manual (BPM6) is included as debt liability

The SDR was created by the IMF in 1969 to serve as an international reserve asset to supplement the official reserves of the member countries.
The SDR valuation basket, w.e.f January 1, 2006, consists of the following
Currencies with their associated weightages: US Dollar (44 per cent), Euro (34 per cent), Japanese Yen (11 per cent) and Pound Sterling (11 per cent) (Source: IMF).

The currency composition of India's external debt reveals that the US dollar denominated debt remained dominant.
The share of US dollar debt in total external debt was at 53.3 per cent at end-March 2010 (slightly less than the 54.1 per cent registered at end-March 2009), followed by the Indian rupee (18.7 per cent), Japanese yen (11.4 per cent) and SDR (10.7 percent).

Rupee Debt; The outstanding state credits (both defence and civilian) extended to India by the erstwhile Union of Soviet Socialist Republics (USSR).
The debt is denominated in Rupees and repayment of such debt is made primarily through the export of goods to Russia;

The NR (E) RA is categorized as an external debt liability since the principal amount held in such accounts as well as the interest accrued are repatriable. In case of the NRO Account, Norris and Persons of Indian Origin (PIO) are eligible to annually remit an amount up to US$ 1 million out of the balances held in such accounts.

Debt service projections based on long-term debt outstanding at the end of March 2010,
show that debt service payments will reach the high of US$ 21.3 billion (US$ 18.2 billion principal repayment and US$ 3.1 billion interest) in 2012-13

The analysis of external debt of 128 developing countries reveals that out of the total external debt stock of US$ 3718.5 billion in 2008, twenty developing countries accounted for US$ 2999.0 billion (80.7 per cent).

Among the top twenty debtor countries, the external debt stock of Argentina and Thailand declined between 2000 and 2008.

A sharp rise was noticed in the external debt stock of Romania (840.3 per cent), Latvia (767.3), Kazakhstan (765.4 per cent), Ukraine (658.6 per cent), Poland (236.3 per cent) and Russian Federation (151.5 per cent).

China recorded an increase of 159.6 per cent in its external debt stock, while India's external debt increased by 130.1 per cent during the period 2000-2008

Government of India has been borrowing only from the multilateral and bilateral sources. Other debt liabilities of the Government include defence debt, investments by Foreign Institutional Investors (FIIs) and other central banks in treasury bills and dated government securities and Rupee debt owed to Russia

During end-March 2009 and end-March 2010, sovereign external debt (SED) increased by US$ 11.2 billion (20.0 per cent) from US$ 55.9 billion to US$ 67.1 billion.

The share of US dollar in sovereign external debt has declined from 37 per cent in 1998 to 26.5 per cent at end-March 2010

Gross external debt, at a point in time, is defined as “the outstanding amount of those actual current, and not contingent, liabilities that require payment(s) of principal and/or interest by the debtor at some point(s) in the future and that are owed to non-residents by residents of an economy” (External Debt Statistics - Guide for Compilers and Users, International Monetary Fund (IMF), 2003).

Non Resident (External) Rupee Account {NR (E) RA} Deposits were introduced in 1970.
Any NRI can open an NRE account with funds remitted to India through a bank abroad. A NRE account maintained in Indian rupees may be opened as current, savings or term
deposit.
The amount held in these deposits together with the interest accrued can be
repatriated.

Foreign Currency Non Resident (Banks) Deposits {FCNR (B)} were introduced with
effect from May 15, 1993.
These are term deposits maintained only in Pound Sterling, US dollar, Japanese Yen, Euro, Canadian dollar and Australian dollar.
The minimum maturity period of these deposits was raised from six months to 1 year effective October 1999. From July 26, 2005, banks have been allowed to accept FCNR (B) deposits up to a maximum maturity period of five years against the earlier maximum limit of three years.

Non-Resident Ordinary Rupee (NRO) Accounts – Any person resident outside India may
open and maintain NRO account with an authorized dealer or in authorized bank for the
purpose of putting through bonafide transactions denominated in Indian rupees.
NRO Accounts may be opened/maintained in the form of current, saving, recurring or fixed deposits. NRI/Persons of Indian Origin (PIO) may remit an amount not exceeding USD 1 million per financial year out of the balances held in NRO Accounts.

As per the Promise the government formed the committee to probe the corruption charges or to find where and how corruption happened in common wealth games.

Here is the secret and final repot of the corruption probe done by Common corruption games probe or enquiry committee.

As the probe was started, committee failed to get documents on time.
A summons was issued to the common wealth games organizing committee responsible persons to appear before committee

But committee came to know that all important people of Common wealth games committee members have gone outside of India on government sponsored trips.

So in the first 2 months committee took rest without doing anything.

In final month when media woke up and started to shout, the committee members came and appeared before the common corruption probe enquiry committee.

After doing the enquiry the committee came to conclusion that
No corruption happen in common wealth games.

Pakistan, china, Australia and American and British government mislead the Indian media and Indian people by shouting
Hey see there is corruption.
This is was the racist behavior of the foreign nations towards India who were upset on India that India got the chance to hold common wealth games.

The common wealth games have benefited lot to school children of India and it will produce the generation of Olympic gold medal winners.

The committee found minor faults and recommend that few contractors be black listed for a six months and 2 contractors were fined for using low quality material.

There were few mistakes happen in purchase of chairs and toilet papers, it was all done as per the procedure of law, and top management was unaware about these purchases and small contracts.

The common wealth games organizers did the hard work and didn’t sleep for seven years but because of Pakistan , china and rain the work got delayed but common wealth games committee did there best job.
And these games were held like never before in the world.

There was no corruption found in CWG.
Kalmadi, Bhanot, CM Delhi and Gill are all innocent and even they spend their own money for the benefit of cwg.
They should be given highest awards of Indian government.

BJP is the opposition party of India so they have to shout corruption, corruption.
But in reality no corruption happened.

The committee found minor faults in the working of CWG and recommended that few contractors be fined for delay in cwg works.

After the 3 months of time the committee needs more time to find the original culprit and original criminal who is responsible for the delay and more spending in common wealth games.

Final recommendation to the government is that under official secrecy act this report should not be shown to the People of India to keep peace in India.

Total amount, tax payers money spend on committee -
Only 5 crore Indian Rupees.
The report consisted of 90 000 pages.

To develop Indian laws British people took more than 200 Years.
This trial and error journey started in year 1661.
Only after doing trial and error British people were successful in giving India a good justice system and administration with loopholes to save the king and administrative officials who work for the king of England and now today’s our politicians.



1774 – First time Supreme Court was established by Regulating Act. This brought British barristers and lawyers into India.

1781 – The act directed Supreme Court of India to apply personal laws of Hindus to Hindus and Muslim laws to Muslims in certain cases.

Never Forget the truth that when someone wins the nation, that nation has to follow the rules and laws of New King.
Before British Empire India used to follow the rules and laws of Muslim Kings and then Sikh Kings and Maratha Kings and other kings.

Prior to Formation and birth of India by British Crown in a reality there was no India , no kingdom was their named or called as India .

British came, saw, won all the states and formed the India and before leaving India formed Pakistan.

The English people who traveled outside England and found new territories, settled on that land carried their own laws with them that is English law.
This English law was called as Common law.
Once the state was won by the British People the English law became the common law of the new country.
Also British law stated that whatever place British citizen may go he must follow British rules and he will be always under British Crown or parliament.

Australia, U.S.A and Canada also follow in this category,they were ruled and governed by the British people and crown but when these countries got independence the intelligent people of these nations removed the bad things from the law and made such provisions that their own civil servant or politicians will not enjoy protection from corruption thus became super powers in few years.


Regarding British Crown, British Citizens and British Parliament they got their own laws and powers from that time which kept changing here I am not mentioning about those powers of king on colony and powers of British Parliament on British Colonies.


But in India we never removed the bad civil, criminal procedure and laws from these British laws after our Independence and we kept those bad laws and result is that uneducated, criminal people are ruling us Indians

today now position is that we Indians will never be able to change this without peaceful civil war as all political parties have already united but Indians do not understand and realize that they are still fighting on name of religion and caste.

When British came to India, Indians followed laws which came from Religion and religion can not act as law but we followed Religion as a law.

Following religion as a law in a human society is a one step, and in democracy religion has nothing to do, human rights are more important that religion.

British people never introduced complete English law in India.
Indian laws were developed here in India by trial and error by British People which was based on the British law.

British People always tried to follow Hindu laws for Hindu and Muslim laws for Muslims.

English law of will, English law property, English law of marriage these are few examples which were never fully applied.

Act of Settlement 1781 –
Section 17 of act said , directed that questions of inheritance and succession and all matters of contract and dealing between party and party should be determined in case of Hindu as per Hindu law and in case of Muslim as per Muslim law.

After this very interesting question one will ask, what if two parties belong to different religion one is Hindu and other is Muslim or English.

Section 17 of the act of 1781 said that, when parties to a suit belonged to different persuasions, then the law of the defendant was to apply.

What does law of the defendant mean?
In general terms one will say that law of defendant means that if plaintiff is Hindu and defendant is Muslim then use Muslim law and if defendant is Hindu use Hindu law or if defendant is English use English law.

This was confusing law and courts decided as per case and follow English law also and Hindu as well as Muslim law as per the case.

Regarding contracts Supreme Court normally used the English contract laws.

In Presidency of Bombay and Calcutta law of Damdupat was applied to Hindus.
Damdupat under this a Hindu could not claim as interest more than the amount of the principal lent.
The court held as not a moral but it is a rule of law.
