1. The Andhra Pradesh Government in 2004 passed a Government Order to provide 5 percent reservations to Muslims.


2. This government order was challenged in the High court

3. High court struck down the order as the backward classes commission was not consulted before passing this order with other reasons.

4. Again, in the year 2005, the government passed an ordinance providing 5 percent reservations to entire Muslim community in consultation with the backward class’s commission.

5. Again, this order of government was challenged in the High Court.

6. This time also High court struck down the government order for many reasons. High court said that Muslims as a community are not homogeneous. The entire religion cannot be considered as ‘backward’, the order and act did not differentiate between ‘creamy layer’ and other backward Muslim groups. High court also said that by granting blanket reservation to Muslims it provides an incentive for conversion from other religions to Islam in order to avail the benefits of the reservation. The Court also applied the principles laid down by the Supreme Court as the reservation limit had exceeded 50 percent.

7. After this decision of High court in the year 2005, the government constituted a committee to look into the backward communities amongst the Muslims and find groups that belong to the backward class.

8. The State had moved a bill in the Assembly based on a report submitted to it by Andhra Pradesh Commission for Backward Classes (APBC).

9. The bill was later passed by the Assembly. The report had recommended that the socially and educationally backward should be adequately represented in the State.

10. The Government Order was issued on July 7, 2007 providing for quota to Muslim groups.

11. In the year 2007 the Andhra Pradesh Government again by using the legal loopholes reduced the 5 percent reservation by one percent and made it 4 percent reservation so that it did not exceed the 50 percent limit which was set by the supreme court of India

12. Again, this time also matter reached the high court and 7-judge bench presided over the issue and heard the case for more than a year.

13. A seven-judge constitution bench of the Andhra Pradesh High Court had by a majority judgment of 5:2 held that the law providing 4 per cent reservation to backward class Muslims in the State was `unsustainable’ and violative of Article 14, 15(1) and 16 (2) of the Constitution.

14. The High Court had passed the judgment holding the Andhra Pradesh reservation in favor of socially and educationally backward classes of Muslims Act, 2007 unsustainable. The High Court, while setting aside the State Act, had also quashed a subsequent 2007 Government Order allocating 4 per cent reservation to Muslim groups in educational institutions and jobs. The High Court held that the recommendation made by the APBC was unsustainable as it failed to evolve and spell out proper and relevant criteria for identification of social and educational backwardness or social backwardness and inadequate representation in public employment among classes or persons belonging to Muslim community. It said the data was not collected properly by the APBC for determining the social and educational backwardness of Muslims in the State.

In the above all matter the most important thing for Educated Indians is that now no government will try to provide reservation for the complete religion by saying xyz religion is backward. Indian constitution does not provide the reservation based on the Religion.

After the order of High court, government of Andhra Pradesh filed a Special Leave Petition (SLP)
After this Supreme Court while dealing with this case passed the
An interim order, upholding the validity of four per cent reservation provided to backward members of Muslim community in the state.
A bench of Chief Justice K G Balakrishnan and Justices J M Panchal and B S Chauhan, however, referred the issue to a Constitution bench to examine the validity of the impugned Act since it involved important issues of the Constitution.

Meaning of interim order –
Interim order is a temporary order of the court pending a hearing or trial of a case, a final order.
The term interim order refers to an order passed by a court during the pendency of the litigation.
It is generally passed by the Court to ensure Status quo.
The rationale for such orders to be passed by the Courts lie are best explained by Latin legal maxim "Actus curiae neminem gravabit" which translated to (English) stand for "an act of the court shall prejudice no one".
Therefore, to ensure that the interests of none of the party to the litigation are harmed, the court may pass an interim order.

Few other Indian states already provide reservation for Muslims .

Don’t be fool , politicians are trying to divide us Hindus and Muslims, and trying to create the vote banks, Poor Muslims should understand that this is their right , and politicians are not their gods, they are our servants, and they are offering you what is yours, so do not vote to the party thinking that they gave me Reservation.
Always vote for the party and policy which thinks for the Indians as one .
so please do not oppose the reservation , but see that this reservation benefit really goes to poor Muslims not to the rich Muslims.


Hope the important point we educated Indians have to accept that In India reservation is going to stay forever ,
Now do we want caste based reservation which politicians want or
Do we want reservation based on the economic reservation ?

What is the meaning of Empowerment ? How one is empowered ?
Not being able to participate or make your voice heard, due to oppression,
caste, gender or just lack of strength, is something that does not go well together with a democratic society
From ancient times in India power , power of rule is associated with the male
and females are associated with the kitchen , food making and baby making cow.
How do we identify and integrate the social and economic needs of the women if we do not accept them as the important factor in decision making .


Regarding Women Reservation in India , many Indians are confusing this reservation with the empowerment.
By just eating the vitamin pills one does not become the Body Builder and healthy person.
Empowerment refers to increasing the spiritual, political, social or economic strength of individuals and communities.
It often involves the empowered developing confidence in their own capacities.
Empowerment is then the process of obtaining these basic opportunities for marginalized people, either directly by those people, or through the help of non-marginalized others who share their own access to these opportunities.
It also includes actively thwarting attempts to deny those opportunities.
Empowerment also includes encouraging, and developing the skills for, self-sufficiency, with a focus on eliminating the future need for charity or welfare in the individuals of the group.
This process can be difficult to start and to implement effectively, but there are many examples of empowerment projects which have succeeded.
Empowerment includes the following, or similar, capabilities:-
1. The ability to make decisions about personal/collective circumstances
2. The ability to access information and resources for decision-making
3. Ability to consider a range of options from which to choose (not just yes/no, either/or.)
4. Ability to exercise assertiveness in collective decision making
5. Having positive-thinking about the ability to make change
6. Ability to learn and access skills for improving personal/collective circumstance.
7. Ability to inform others’ perceptions though exchange, education and engagement.
8. Involving in the growth process and changes that is never ending and self-initiated
9. Increasing one's positive self-image and overcoming stigma
10. Increasing one's ability in discreet thinking to sort out right and wrong

How much Indian females are empowered ?
In how many homes females are the decision makers ?
Who decides the dress for the females ?
Who choose the husband for the females ?
Who decide the education of the females ?
Who decide with whom the young girl should do friendship ?
Who decides where female should do the job or which kind of job she should do ?
How many families think about sending daughters into politics ?
Like this I can write many more examples , but this is enough.

The point is that females in India are seen as a weak and not intelligent , and males think that they are the protectors of the females.
In every movie and in every television serial in India you can see this , male is rescuing the female , and male is the decision maker in everything .

in India we follow patriarchy , our society is male dominant , and it is one of the duties of the male to protect the females as they are weak

the women in India live their lives behind the men. It is true on the street, in the household and in the political arena.

The reservation bill, introduced with the 73rd amendment, guarantees certain seats in these Gram Panchayat (GP) offices to women in an attempt to empower them.

It depends on the person how he or she wants to utilize the given opportunity and empower oneself and the society.
2nd is currently we can see that what empowerment politicians are doing it.
With the reservation female empowerment will happen, but slowly not in a one day or one year or few years.
But for me I think and go into the deeper and think that this reservation will empower the complete Indian society, every home and every female will talk about the politics.
This is reason we need 50% female reservation in the parliament.
By just giving vitamin pills, someone does not become the true body builder,
With this reservation we are giving females the opportunity, and when they will use this opportunity, how they utilize this opportunity will tell us how the females get empowered and
What will be the effect of this reservation on the society as whole we have to see it?
I do not see anything bad in this reservation; there are more chances that India will get something good from this women reservation bill 2010.
Empowerment does not happen automatically it needs the opportunity,
so first we are giving them opportunity,
Then females of India have to do hard work and prove themselves and in Panchayats many females have shown their capabilities successfully.
This is not scam , just this is how we have to look at the reservation.
In short I will again write it down,
Females easily do not get election tickets . Even Educated males do not get tickets normally who get the election ticket everyone knows it in India.
When qualified males do not get the opportunity and election ticket ,
How do you think females will get the election ticket.
With this woman reservation , opportunity is created for females.
After getting this opportunity female have to do hardwork , understand the politics and show their capacities to nation and society.

Women are not treated equally. Women in India are still second-class citizens in India.
With this reservation we are opening the doors of opportunity for the all Indian females.
This may or may not empower them as only opportunity does not empower them, it needs hard work and study
but currently in India problem is that Brothers, males are not ready to give her this opportunity.
So without this chance how can we say this will empower her or not ?
Without experiment how can you say that this will not empower her ?
But one can not deny the best benefit Indian society will get from this reservation,
Is that Every home will start to talk about politics and this will at home from the young age Indian kids will start to learn about the politics.
Female empowerment will happen with this reservation but it will depend on the female
it’s our duty as a brother , as a male to give her that opportunity and see that she gets success in this.
By just giving vitamin pills no one becomes healthy , it needs efforts. And hard work. And opportunity.
Women Reservation is an opportunity for the females of India and when they will get the chance ,
after that Indian society will know the benefits of this women reservation.
Without experiment and testing nothing can be said is bad or good.
One benefit will happen that more and more Indian families , females will talk about the politics.
This will change the main topic of discussion in majority homes. The benefits will go to the next generation of India.
Currently in India at which age normally youth talk about politics whose family is not into the politics.
Majority families in India have only one topic and dream, get the education, become doctor and engineer get the job and forget the India and Indian politics, reason is that they do not understand the ABCD of politics also.
Without giving opportunity and taking the examination, how can you say student is intelligent , he got empowered with the education.
Like this how can one say Women Reservation will not empower the females or how much it will empower them ?
First let’s give the females of India a chance , an opportunity and then after five years one can review the performance and empowerment of society.

So when we talk about women reservation in India , do not think about the empowerment ,first think about the laws and ideas about this reservation, after five years one will know the benefits of this reservation to the females as well as to the Indian society.

Then and only then one can say clearly how much Indian society is empowered and how much Indian female is empowered .

It is wrong to say Women Reservation bill will not empower females of India.

Yes it will empower the females of India , but this is not right time to discuss the empowerment ,
Now we have to think How this Reservation bill is drafted , What should be the provisions of Reservation Bill ?
so females of India will get more benefits out of this Reservation bill
In the beginning this reservation benefits will be enjoyed by rich masses and females including politically connected females, but with the passage of time , more and more females will come into the politics.

reserving seats for women are necessary to break the vicious circle of male dominance in Indian politics.

Does India Need Reservation Policy?

Reservation in India will never go.
Reservation policy in India is going to stay forever.
India is a democracy and for the voting and to get the votes and to develop vote banks, political business houses will keep the Ghost of Reservation alive forever.


There is no end to the reservation policy in India.
This is reason we As Indias should accept this reality of India, be realistic and demand realistic things from the elected politicians.
And start to demand the reservation based on the economic, collective salary of the family and reservation benefits only for the first two kids then it may be girl or boy.

The problems of Indian Reservation Policy –

1. Caste and Religion based

2. Important is to belong to caste , not be Indian , needy Indian

3. No data available to know who is getting advantages of reservation

4. Same families are using these reservation benefits after becoming rich also

5. The real needy Indians many times do not even know their reservation rights or know how to claim them, because they do not even get the two time meals in India.

6. The upper class and needy Indians are left to die without any reservation and help from Indian government.

Why Political Business Houses Support and want Reservation –

1. To create vote banks

2. To Divide Indian society on the name of caste , religion and gender

3. Are using same policies of British Raj to keep their family Raj forever on India

How Reservation Policy in India will end –

Without bloodshed and revolution – Reservation policy will never end from India.
After that revolution also I am sure Reservation will be again introduced for the families of youth who will sacrifice their life for this revolution or civil war.

Do I support this type of Revolution –?

No I do not support violent Revolution and in India peaceful revolution has no value.

It’s very difficult in India to get good things done by peaceful way, as no one is interested to follow the laws and know and understand the laws.

But still laws like Right to Information Act are keeping the hopes alive that India will change and we Indians will not need civil war to change the face of India.


Which Factors are Necessary to keep Reservation policy alive forever in India -

1. Democracy

2. Poverty

3. caste and religion


If we Indians will keep fighting on the point that
We do not need reservation and bad effects of Reservation ,
politicians will keep dividing us Indians on the name of caste, religion and gender and
will continue introducing new reservations in new sectors one after another

Women Reservation Bill will be passed this year or after 14 years, but it will become the law one day in India.

Solution Regarding Reservation Policy in India -

For the benefit of India we as Indians should support every Reservation and demand that every reservation should be based on collective salary of family and should be available for the first two children of the family and database should be maintained who is enjoying the benefits of reservation, should be available on the internet with the name and addresses of the family with photographs.

This should be applied to the education, jobs, women reservation and what ever reservation policy our elected politicians try to implement in India.

Just think as an Indian and be honest with yourself
Do you think by opposing the reservation bills and delaying the bills what we are getting?
By opposition what we Indians are getting , just delay in making of new laws and in this fight we Indians do not even care to know inside of the new legislation and law.
We are wasting valuable time of our generation as well as next generations.
Just calculate how many hours Indians has wasted in last 14 years regarding this women reservation bill.

With just few modifications to women reservation bill, the women reservation bill will create wonders in India.

With this reservation we Indians should take the opportunity and demand economic reservation in the every type of reservation.

Just 3 clauses – will change the Reservation attitude in India and real and needy Indians will enjoy the real benefits of Reservation policy.

1. Reservation on the collective salary of family, that is salary of husband and wife, and incomes derived from all other sources like gifts or income from joint family property.

2. 2nd is Benefit of the Reservation for only first 2 children.

3. Creation of online database so every Indian will know who is, which family is enjoying the benefits of reservation in education or job or women reservation , or any type of reservation which our Intelligent political business houses introduce in India.

This way all the problems and objections to the Reservation Policy will end.

But we Indians always emotionally keep speaking and demanding without any legal thinking or constructive thinking for the future of India, which will definitely give us positive results.
Wake up Indians and understand the reality of Indian politics.
Political Business Houses are keeping us Indians busy in useless fights,
So if you want to demand something regarding Reservation,
Be positive and demand only
Economic Reservation for the first two kids only.

Otherwise We Indians will keep debating on the need and bad effects of Reservation and these political business houses will keep dividing Indian society on the name of caste, religion and gender.

So don’t be fool and do not waste your energy and applications and brain power regarding cancellation of reservation

Get united and demand Reservation with the Right conditions and laws.

Demand the economic reservation for the first two kids only.


Reality of Indian politics and India about Women Reservation Policy –

Indians are debating do we need women reservation on the same time, 2nd hand all the political business houses are ready to accept this bill
And the political business houses are opposing this bill as bill does not specify the reservation based on the caste and religion of female. Political Business Houses are demanding women reservation based on the caste and religion as soon as Government of Congress agree to this , all political parties are ready to accept this women reservation bill 2010.

Currently 33.3 percent seats in panchayat elections have been reserved for women already.

So we as Indians may file cases in Supreme Court of India to cancel this reservation policy
but in reality this bill is going to stay in India, will become the law in India this year
or after 14 years women reservation bill is going to become the law.

Now question is Do we want Reservation based on caste and religion or
We want reservation based on the collective salary of the family and for the first two kids only

Think for a Minute -

Now it is in the hands of every Indian to waste his energy on the cancellation of women reservation bill

Or

to fight and get such a women reservation bill passed by the elected politicians which will really benefit the females of India and will empower the real females of India not the females of rich political business houses.

I thought it is better I share and justify with all the blog readers and friends

Below is the important content of mail.

Still this reservation for women is not logical. Go through the attached letter and justify your self.
Should not we submit a PIL- Public Interest Litigation rather NIL- National Interest Litigation, to The Supreme Court of the country to get it rectified?
Your respond shall be awaited,
Below is the letter.
After all what is this mockery being done with the nation in the names of reservation & quota?
Kindly clarify to the nation, because these terms; should have been done away with by now; as initially in the Constitution of the country these were applicable for only 10 years since after the attainment of independence, not liberty as the later is yet to come, because there is a vast difference between the two, and the period was extended but for political reasons keeping in mind the policy of divide & rule on the worse pattern than of the British.
Now it is 21st Century thus it is humbly requested to your good self that kindly let the Article 14 of the Constitution; which lays down that all citizens are equal before the law; should prevail to cure this nation from the cancerous disease of reservation & quota.
Better make such a law that none will write caste, creed & clan after one’s name. Everyone should write only one’s own name coupled with father’s or mother’s name & whosoever shall violate this dictate shall be fined & or punished with rigorous labour to construct & repair roads & railways for at least six months.

When I see the ground reality of India today, I feel that yes it is logical to support women reservation bill.
Yes India needs reservation policy

Now also and always I say always support the economic reservation with collective salary of family whenever any Indian is given reservation anywhere.

I support that it should be banned to write as well as ask the religion and caste on any forms any where in India.

Women Reservation Bill –


For this one has to understand few things about Indian politics –

1. Indian political parties have become profit making business houses.
2. Indian youth is not interested in politics because of politicians and their intelligence.
3. What are the topics of Indian females when they discuss in groups majority times Indian females are only found talking about Kitchen, education of kids, television drama and medicine, even males are found talking about Cricket and movies and discuss about sex news.
4. Educated youth of India as well as Females are not interested in politics they do not go to vote neither they care about it.
5. May be they are selfish Indians or very Intelligent Indians I do not know I am still thinking?
6. Indian constitution has given law making power as well as law implementing authority to the elected politicians , enforcement agencies work under them and obey them, even if criminal or Don gets elected , a police officer has to obey him,
7. In India politician do not have any accountability regarding performance or anything.
8. To become politician no merit is required.
9. Indian judiciary can only give suggestion to the elected politicians when they make law , if by using constitution judiciary rejects the law , the elected politicians amend the constitution of India and add new clause which make the rejected law a valid law.
10. This way Indian judiciary loses all powers as once constitution is amended, judiciary has to follow the constitution and rejected law becomes the valid law.
11. Hope you remember the office of profit episode
12. Here is another example - 1951 - In the case of State of Madras Vs. Smt. Champakam Dorairanjan AIR 1951 SC 226 Court has pronounced that caste based reservations as per Communal Award violates Article 15(1).
13. In above case Supreme Court of India rejected the caste based award.
14. After this elected politicians amended the constitution using their powers and added new clause to the constitution of India (Art. 15 (4)) introduced to make judgment invalid. And this way the law became valid law.
15. Elected politicians are not ready to change anything which will damage or weaken them legally.
16. In last sixty years no law is passed which will make them accountable.
17. Elected politicians are even trying to amend and weaken the Right to information act which is becoming very good tool for Indians to find the corruption.
18. Police reforms are pending
19. black magic bill is pending
20. Black money eradication suggestions given by 40 different panels is pending
21. Compulsory vote bill is pending
22. directive principals of constitution are pending
23. Every good type of work is pending in India

Like this list is unlimited,
In short Indian politics is controlled and run by few people to make money and enjoy the good life with power.
There is no hope from Indian politicians regarding good laws and policies which will increase the speed of progress socially as well as money wise.

How this can be changed, how Indian politics can be change?

Do you think by writing letters to politicians this will be done?
After 26/11 Mumbai saw candle light what happened after that?
Did it change anything in Mumbai or India?

Nothing changed in India.

This will be done, achieved when every Indian family will discuss the politics,
Every Indian will understand the politics
And India will witness more than 75 percent voting in each election.

The logic to support this women reservation bill –

The Bill seeks to reserve for women 181 of the 543 seats in the Lok Sabha and 1,370 out of a total of 4,109 seats in the 28 State Assemblies.

Once this bill becomes law India will see the rise of female politicians corrupt or honest both will happen.
Most important benefit I see is that Indian females will start to discuss the politics in home.
For me I believe that Today in India politics is not the main subject of each home,
After this bill becomes law
There are chances that politics becomes the topic of majority homes.
We need to see that politics becomes the main discussion subject in every home and with
This automatically new generation will learn to talk about politics.
With women reservation bill nothing bad is going to happen, because currently nothing good is happening.
So one more new experiment which will empower few females.
Today majority Indian females spend their life as working housewife or just housewife,
, a working mother or just mother
No female has dream to join politics, so she do not empower her daughter or son to join the politics because she herself does not understand politics.
And how can a good mother will send her son or daughter to unknown territory, unknown job?

With the empowerment of females, females will become strong and I see the strong mother who takes interest in politics, when she takes interest in politics, the son and daughter also learn from her.

I hope everyone knows about King Shivaji from Maharashtra.

Now my question is that
Why king shivaji fought with the Muslim Kings?
Why king shivaji do not serve Muslim kings like his father?
Why king shivaji became great?

Answer is only one
King Shivaji got the mother who understood the politics of that time
Mother Jijabai

Today problem with India is we do not have females like mother Jijabai
And so we do not have any Shivaji

With this bill I just hope that India will start the process of developing females regarding political knowledge and one day one Jijabai will produce Shivaji who will change the face of India.

Today mothers also wish her son should become doctor or Engineer.
No mother is interested to send her son into politics
Just think why
Because she herself does not understand the game of politics neither she likes this game of politics.
If mother does not like it how is it possible her son and daughter will like it and go to vote in the elections .

If you want to oppose then oppose the demand that quota inside quota policy, because this demand will divide the females by caste and religion which is dangerous for India because when female is divided, mother is divided and this will spread the hatred among communities which is not good for India.
Today in India for each youth mother is mother then she may be Muslim or Hindu or belong to any caste it does not matter, we see her as our own mother when we talk with her, but quota within quota will divide the mothers and sisters also.
These way brothers and uncles will also get divided
Seeta and Salma and Mary will get divided because of this quota within quota.
A dangerous demand from few political parties regarding this women reservation bill.


With one logic women reservation bill is not good
But we have to understand the reality of Indian politics and follow the other logic.
Do you think a thief will make such a law which will send him to jail?
Do you think a rapist will make a law which will cut his private part?

Yes our dreams are same
but you are hopeful with the politicians and i am not hopeful from any political business house.

Yes i am a dreamer and dream that
without revolt and fight
how Indian politics will change ?


I hope now the logic is clear that we need Indians to discuss the politics in every home and this bill will do the trick.

Because I do not have any hope from any political business house.

In Indian society because of caste system, India has also followed one type of racism and because of this when Indian constitution was drafted the makers of Indian constitution introduced reservation for certain caste and people ,
Scheduled Castes (SC) and Scheduled Tribes



If we will check the records in the year 1858 also British People knew how to divide and rule India, and with this policy very intelligently they kept dividing India on name of Religion and Caste and sub caste.

But the tragedy of Mother India is that, when British People left they handed over the India to such people who changed nothing what was started by British and Indian leaders and politicians kept ruling India with the same rules and principals of British people.
British people gave us few good things and few bad things.
Those were bad things like quota system ,division on the basis of caste and religion , British people introduced that to safeguard their rule on India, but our Indian rulers also adopted same policy and ideas to create their own family rule forever in India .
Before Independence as well as after Independence also the sad story is that we never got any opposition party who wanted to change this.
And Introduce reservation in everything in India on the basis of collective salary of family.

All political parties know that divide and rule policy based on castes and religion will make them rich, will always help them hide their corruption and bad deeds and they are following it religiously



Today now in India this has become permanent method to give reservation on the basis of caste and religion to get more votes and no one has authority and powers to stop this.

Let’s know the history of Reservation –

1. In India reservation was given to people before Indian independence also when India was ruled by British people.

2. 1882 - Hunter Commission appointed. Mahatma Jyotirao Phule made a demand of free and compulsory education for all along with proportionate reservation/representation in government jobs.

3. In the year 1902 , Chatrapati Sahuji Maharaj, Maharaja of Kolhapur in Maharashtra
4. Introduced reservation in favor of backward classes to eradicate poverty and give them chance to participate in the state administration.
5. The notification of 1902 created 50% reservation in services for backward classes/communities in the State of Kolhapur. This notification is the first Govt. Order providing for reservation for the welfare of depressed classes in India.

6. Because of caste system millions of families in India got ill treatment and no opportunities to rise in society.

7. 1908-Reservations were introduced in favor of a number of castes and communities that had little share in the administration by the British.

8. 1909- Provisions were made in the Government of India Act 1909 commonly known as the Morley-Minto Reforms

9. 1919 - Provisions were made in the Government of India Act 1919

10. 1921-Madras Presidency introduces Communal G O in which reservation of 44 per cent for non-Brahmins, 16 per cent for Brahmins, 16 per cent for Muslims, 16 per cent for Anglo-Indians/ Christians and eight per cent for Scheduled Castes.

11. 1935-Indian national congress passes resolution called Poona Pact to allocate separate electoral constituencies for depressed classes.

12. 1935 - Provisions in Government of India Act 1935.

13. 1947-India obtained Independence. Dr. Ambedkar was appointed chairman of the drafting committee for Indian Constitution.

14. 26/01/1950-The Constitution of India came in force.

15. 1951 - In the case of State of Madras Vs. Smt. Champakam Dorairanjan AIR 1951 SC 226 Court has pronounced that caste based reservations as per Communal Award violates Article 15(1).

16. 1st constitutional amendment (Art. 15 (4)) introduced to make judgment invalid.

17. 1953-Kalelkar Commission was established to assess the situation of the socially and educationally backward class.

18. 1963 - Court has put 50% cap on reservations in the case of M R Balaji v Mysore AIR 1963 SC 649.

19. Tamil Nadu (69%, under 9th schedule) and Rajasthan 68% exceeded this limit.

20. 1979-Mandal Commission was established to assess the situation of the socially and educationally backward. 1980-the commission submitted a report, and recommended changes to the existing quotas, increasing them from 22% to 49.5%.As of 2006 number of castes in Backward class list went up to 2297 which is the increase of 60% from community list prepared by Mandal commission.

21. 1990-Mandal commission recommendations were implemented in Government Jobs by Vishwanath Pratap Singh.

22. 1991-Narasimha rao Government introduced 10% separate reservation for Poor among Forward Castes.

23. 1994 Supreme court advised Tamilnadu to follow 50% limit

24. 1995-Parliament by 77th Constitutional amendment inserted Art 16(4) (A) permitting reservation in promotions to the Schedule Castes and Schedule Tribes.

25. 2005 August 12 - The Supreme Court delivered a unanimous judgment by 7 judges on August 12, 2005 in the case of P.A. Inamdar & Ors. Vs. State of Maharashtra & Ors.declaring that the State can't impose its reservation policy on minority and non-minority unaided private colleges, including professional colleges. 2005-93rd Constitutional amendment brought for ensuring reservations

26. To other backward classes and Scheduled castes and Tribes in Private Educational institutions. This effectively reversed the 2005 August Supreme Court judgment.

27. 9th March 2010 - Women Reservation Bill passed in the Upper house, Rajya Sabha.

The above time line is not complete and detailed I have tried to put only important points in this reservation history of India.

Like this Reservation in India is given on the basis of caste, sub caste and religion, and political parties are using this method to get the votes.

Now we Indians can not change this without revolt and today revolt is not possible and not good for India , so better is Indians should learn to ask the political parties and as well as tell them we want reservation in everywhere only based on the collective salary of family not caste or religion.
What ever may be the caste or religion, he is Indian first and if he is Indian first and poor and needy he should be given Reservation Benefits.



This way only real and need people of India will get the benefits of reservation otherwise the creamy layer people of India will continue to enjoy all the benefits and we will keep fighting on issue like we need reservation or not .

Let’s accept the fact that we need reservation and we have to see that Reservation reaches to poor and needy families.

For political gains and votes political parties will keep the Ghost of Reservation alive forever, so it is better we Indians keep an eye and see that the reservation benefits are going to real and needy persons of India based on the economic status of family not the rich class of Indians who became rich using reservation.

Always ask political parities and leaders why they do not support economic reservation, when it will help every poor and needy Indian.

Following are the comments and views regarding the women reservation bill.
• Undemocratic.
• In Germany, political parties field 30% women candidates in elections.
If Germany can do it, why can not India?
• I think Indians are basically against reservations.
• How can the choice get restricted for the voter???
• Politicians are busy too busy thinking about their vote banks.
• .one should achieve something on the basis of merit and not reservation; period.
• What can be done is give equal opportunities. Make sure proper education is given, providing of all that needs to be. And then if they are worthy they will get what they aim for.

In current Indian political system all the above thoughts are ideal and great, just like a fairy tale, a dream story.
But one has to stay with the reality of India, and reality of Indian politics and political parties .
The reality of India is that
Even Educated males in India are afraid to contest elections,
Educated by books and uneducated in thoughts and actions do not go to vote
For them voting is waste of time.
Today on what merit the candidates are elected, there is no merit required to contest elections.
Only merit required is capacity to win the elections by paying money and showing fear.
In India we do not have democracy as such if there was democracy then why Hussain can not feel safe in India.
Why Taslima do not feel safe
Why Government of England issue a notice to British females that if visiting India use the local Indian dress, basically in Goa.
Why Majority Indians fear to visit police station or fear to file complaints?

A democracy is nothing more than mob rule, where fifty-one percent of the people may take away the rights of the other forty-nine.

In current situation if political parties start reservation in India, then only we will find that all brother and sisters are standing in elections. So reservation in political parties is useless as today political parties have become a business house just like any other multinational
We already know that every politician has made his son or daughter a MP in last elections. Every political party is run like a privately owned business; the son of ceo become ceo, the son of political party workers remains a party worker.
Pawar, Gandhi, Patil so many
If as per Germany our political parties start reservation just think who will get the election tickets?
A combination of husband and wife, then brother and sister and then grand mother and daughter.

Even Pakistan has more females as Member of Parliament than India.
We can not compare Germany with India as the ground reality of India and Germany is different.
In European nations leaders are studied and educated and in India our leaders are uneducated, corrupt or criminals or belong to born rich families.

Today in India people say this bill will take away my right to choose candidate, this will limit my choice
And on the other hand people say that we do not have good choice so we do not go to vote as all the candidates are criminals or uneducated .
A total confused mind
People say that this will not give chance for candidate to develop his area; I want to say where development is?
Why still I have to stay in darkness daily more than 12 hours?
Why in last sixty years I do not have clean water?
24 hours electricity?
And today also in India we have villages that do not have electricity.
Why today also villagers put the sign board village is for sale outside the village.


The women reservation bill is required because in last sixty years we have seen that political parties in India are not willing to give tickets to the females.
Political and social progress of India is very slow.
We Indians waste more time on debate rather than experimenting with it.
It is better that this bill is passed and now we can test this bill and something positive will come from that.

Do not expect sweet things from corrupt political parties.
Do you know regarding black money 40 committees have been formed so far in India and government of India has not accepted a single idea given by these committees to get rid of black money in India.
Even political parties are not ready to implement police reforms.
So it is better that through this bill Indian female will get the chance to stand for elections.

So something is better than nothing
It is better to move forward than thinking on ideals. And dreaming that one day magic will happen and everything will happen great way.
It is better to experiment with something rather than waiting for thousand years.

“All this will not be finished in the first hundred days. Nor will it be finished in the first thousand days, nor in the life of this administration, nor even perhaps in our lifetime on this planet. But let us begin.”

As Women Reservation bill is already passed by Rajya Sabha.
Lets hope this will be passed in Lok Sabha
and we can experiment this in the coming elections of 2014.

What is women reservation bill?
1. The women reservation bill will reserve the 33 percent seats in Parliament and state legislatures for the females.
2. The bill is pending from the year 1996 proving that Indian politicians are not ready to accept this bill so every time we see the new drama, new demand from political parties.
3. The women reservation bill will provide Reservation for women at each level of legislative decision-making, starting with the Lok Sabha, down to state and local legislatures.


4. If the Bill is passed, one-third of the total available seats would be reserved for women in national, state, or local governments. And this number will be 181 . The Bill seeks to reserve for women 181 of the 543 seats in the Lok Sabha and 1,370 out of a total of 4,109 seats in the 28 State Assemblies.
5. The reserved seats will be rotated. So the seats will be reserved only once every 3 election.
6. Currently 33.3 percent seats in panchayat elections have been reserved for women already.
7. In the May 2004 general election, 539 candidates were elected to the 14th Lok Sabha. Only 44 of them are women.
8. Women have less than 10 percent representation in India’s parliament even though they make up 44 percent of the voting population.



History of Women Reservation bill in India –
1. 1996 — The Deve Gowda government introduces the women’s reservation bill as 81st Constitutional Amendment Bill.
2. 1998 — the bill is re-introduced in the 12th Lok Sabha as the 84th Constitutional Amendment Bill by the National Democratic Alliance (NDA) government headed Atal Bihari Vajpayee.
3. 1999 — The NDA government re-introduces the bill in the 13th Lok Sabha.
4. 2002 — the bill is introduced in parliament but fails to sail through.
5. 2003 — Bill introduced twice in parliament.
6. 2004 — The United Progressive Alliance (UPA) government includes it in the Common Minimum Programme.
7. 2008 — the government tables the bill in the Rajya Sabha so that the legislation does not lapse.
8. 2010 — the cabinet clears the bill for taking it up in the Rajya Sabha. And on 8th March mother India was again made to cry by some political parties, just like Draupadi of Mahabharat. The house was adjourned for the sixth times and congress failed to punish the law breakers and kept silence like the they also wanted the bill be treated like Draupadi and enjoyed the drama when mother india was insulted.

Update 9th March 2010
The women’s reservation Bill was finally passed in the Rajya Sabha with 186 members voting for it and only one voting against it.
Trinamool Congress Members remained absent when the Bill was put to vote.
The Bahujan Samaj Party Members boycotted the voting
Now the bill will be introduced in the Lok Sabha



Who is opposing the women reservation bill?
Lalu Prasad Yadav of the Rashtriya Janata Dal
Mulayam Singh Yadav of the Samajwadi Party has been the main political forces opposed to the Bill.
These politicians say that this bill will favor only higher class females, won’t benefit Muslim females and other females.

The truth is that political parties and male politicians are afraid of this women reservation and today or tomorrow their Lok Sabha seat will become reserved and that time, that year they may not have the strong female candidate present in their home.
This bill will create fight in the political families as daughters will start to take part in the politics.
Then no Sanjay will dare to say sister has no right to use word Dutt.
People say that this reservation bill will increase the families rule but I want to say that today also families rule and all Priyanks who are capable are married of and stay at home, and then she may be educated or belong to rich families.
The female of poor family is beaten at night by her drunkard husband as well as a female police officer is beaten at home by her IAS husband or unemployed husband.
This is the truth of India and position of Indian females.
Regarding this it does not matter she belong to which caste ,or religion the story is same .
Every home has same kitchen and same fire and each female is burned in that
it does not matter she is educated or uneducated,she is rich or poor.

Let the bill get passed, when bill is passed it can be debated and new amendments can be made to this bill.

Most important factor is the bill should cancel caste and religion based reservation but it should introduce reservation bill with economic criteria and this will help to control the influence of rich families.

In my college days I have seen the boys and girls who came to collage in big four wheelers, luxury cars and did not pay any college fees as they belong to some lower caste and that same time I as well as many poor students used to go to college using government bus and paid full college fees .
Same will happen with Muslim females
and Sania will get the ticket and Salma will stay behind Burqa or hijab forever.

When Muslim female’s maintenance issue arises where does lalu and mulayam go ?
When Shahbano case happened why they did not opposed it ,the changing of Supreme Court judgment.

If political parties want they can give tickets to Muslim females or any females , the women reservation bill does not say that you can not give election ticket to Muslim females.

Please accept the truth and fact that you are afraid of female power, afraid to lose your election seat.
Please accept the truth that you still consider females as inferior to males or consider females as your property and a cow which will produce the bull for family.

Learn to accept and give the equality to females.

The people who are opposing the bill are just trying to divide the females ,once females are divided they will be never able to do any justice to females of Indian society.

Ever heard male is burning male ,
but we always hear female burns female, so no intelligent female will support them regarding the division of females on the name of religion


There is old saying
Educate one man only one man is educated
When female is educated whole family of 4 or 100 is educated.
When one female is empowered
Whole family is empowered

Everyone says God save India but I do not know God will save India or not
But again I say only females of India can save the India.

Support Women Reservation Bill
Demand economic criteria for this reservation
Boycott Political parties and persons who are against this bill
